Noting how Danish and Chinese representatives view this accord (quite differently) will give you some idea as to the "truth" of this matter. From what I've pieced together, it sounds as if - at great environmental and economic costs, the conference turned into a non-sustainable circus complete with smoke and mirrors -- "finalizing" in a non-binding statement of "intent" -- which as we might recall, "the road to hell" is paved with.
